Kirt Edgar, RN, BSN - Executive Director
Kirt Edgar serves as the Executive Director of Restpadd Inc. and Restpadd Health Corp., bringing a strong background in healthcare leadership and a deep commitment to mental health services. He is a graduate of Liberty University in Lynchburg, VA, and Simpson University’s School of Nursing, where he developed both the clinical and administrative foundations that guide his leadership today. With extensive experience in a variety of healthcare administrative roles, Kirt is especially passionate about psychiatric nursing and advancing quality care in behavioral health settings. His leadership is marked by a focus on compassion, operational excellence, and team development. Outside of his professional responsibilities, Kirt enjoys spending time with his wife and two children, as well as pursuing outdoor activities such as fishing and hunting.
Bill Hunt, RN, BSN - Administrator
Bill Hunt has been a dedicated member of Restpadd since 2013, contributing his expertise across both the Redding and Red Bluff facilities in a variety of roles. With a background in mental health spanning over a decade since 2011, Bill discovered his true calling as a psychiatric nurse, combining clinical skill with compassionate care. As Administration Director, Bill brings strong leadership and a deep understanding of mental health services to support Restpadd’s mission of providing quality behavioral healthcare. Bill has been married for 30 years and is a proud father of three and grandfather of seven. In his free time, he enjoys numerous outdoor activities and cherishes spending quality moments with his family.
Peter Cotsirilos, M.D. - Medical Director
Dr. Cotsirilos is a psychiatrist with over 33 years of clinical experience in the diagnosis and treatment of mental health conditions across diverse populations. He is a graduate of Stanford University and the University of Illinois College of Medicine at Peoria. Following medical school, he pursued residency training in psychiatry at the Illinois State Psychiatric Institute, where he developed a strong foundation in both inpatient and outpatient psychiatric care. Outside of his professional work, Dr. Cotsirilos enjoys walking, strength training, Pilates, and maintaining a nutrient-dense diet centered on grass-fed, grass-finished beef.
Elaine Young, RN, BSN, PMH-BC - Director of Nursing
Elaine Young was born and raised in Chicago, Illinois and brings over thirty years of dedicated service to the field of mental health. Her career began in the United States Navy, where she served for nine years as a Psychiatric Technician, laying the foundation for what would become a lifelong commitment to behavioral health. Following her military service, she earned her Registered Nurse (RN) credential through Shasta College in 2010 and went on to complete her Bachelor of Science in Nursing (BSN) at Western Governors University in 2024. She is a Board-Certified Psychiatric Mental Health Nurse (PMH-BC), with 32 years of hands-on experience in diverse mental health settings. Known for her calm demeanor, clinical expertise, and compassionate patient care, Elaine has consistently demonstrated leadership and resilience in high-stress environments. She is deeply committed to supporting patients through all stages of their mental health journey, and she continues to advocate for holistic, patient-centered care in every role she serves. Outside of her professional life, Elaine enjoys spending time outdoors—gardening, traveling, and camping are among her favorite ways to recharge.
Maria Ramirez, LCSW, MS, MSW - Clinical Director
With over two decades of experience serving children, families, and communities, Maria Ramirez is a Licensed Clinical Social Worker (LCSW) who is a deeply committed and highly experienced social services professional. She holds a Bachelor's Degree in Psychology and a Master’s Degree in Social Work (MSW) from California State University, Chico, as well as a Master of Science in School Counseling from the University of La Verne. Her career spans diverse settings such as tribal organizations, foster care agencies, group homes, county child protective services, school-based programs, and hospitals. Maria brings both clinical expertise and lived commitment to the well-being of all individuals. Outside of work, she enjoys spending quality time with family, nurturing friendships, practicing self-care, and exploring beautiful travel destinations like Lake Tahoe, Crater Lake, and the vibrant cities of Portland and Seattle. Whether through quiet moments of rest or lively card games with loved ones, she believes in creating joy, balance, and meaningful memories.
Niki Clay - Business Office Manager
Niki is a lifelong resident of the North State and an alumna of Red Bluff High School and Shasta College, where she studied Business Administration. She brings more than 20 years of progressive administrative experience, including the past 8 years dedicated to the field of Mental Health. Her previous roles within local law enforcement and county agencies further reflect her longstanding commitment to public service. With extensive expertise in organizational operations, cross-departmental collaboration, and high-level administrative management, Niki plays a critical role in supporting the efficiency and effectiveness of our organization. Her dedication to regulatory compliance, structured systems, and confidentiality upholds our mission and ensures the highest standards of quality care for those we serve. Outside of her professional responsibilities, Niki values time spent with her family, whether traveling, enjoying the outdoors, or gathering around the table for a game of cards.
Jinny Wyer, JD, MBA - Director of Finance
Jinny Wyer is a seasoned professional with over a decade of experience in the financial sector, bringing a strong combination of legal knowledge and business expertise to every role. She holds a Juris Doctorate from Purdue Global Law School, a Master of Business Administration from Western Governors University, and a bachelor’s degree in business management from Western Governors University. Throughout her career, Jinny has demonstrated a commitment to ethical leadership, strategic thinking, and client-focused solutions. Outside of her professional life, Jinny enjoys gardening, staying active through fitness, and cherishing time with her husband, children, and two German Shepherds. She values balance, personal growth, and the importance of family in a fulfilling life.
Brandon Louck, PHR - Director of Human Resources
Brandon Louck a seasoned Human Resources professional with a Bachelor's degree in Business Administration and a PHR (Professional in Human Resources) certification. He has over a decade of experience in the healthcare industry, including four years specifically in the mental health sector. Known for his strategic insight and people-centered approach, Brandon has supported organizational growth and employee well-being through effective HR practices, compliance, and leadership development. Outside of his professional life, he enjoys reading and spending time outdoors with his wife and two children, embracing balance and connection both at work and at home.
